REGIONAL FEATURES OF THE IMPLEMENTATION OF THE STATE PROGRAM OF AGRICULTURAL INSURANCE SUPPORT

Background. The unreasoned introduction of the mechanism of uniform subsidizing of agricultural insurance in 2017 which caused significant decrease in system effectiveness of agroinsurance causes need of studying of the main reasons for negative trends of reduction of volumes of insurance support of agricultural producers. The research objective is to study the features of implementation of the mechanism of uniform funding at the present stage of development of the system of agricultural insurance.
Materials and methods. Realization of the set research object was reached on the basis of the analysis of statistical these volumes of agricultural insurance with the state support in a section of single regions of the Russian Federation. A specific place within the real research is held by studying of practice of insurance compensation of significant damage to agriculture as a result of mass impact of natural disasters in a number of regions of the Russian Federation.
Results. A complex assessment of efficiency of realization of a system of agricultural insurance in the Russian Federation on the basis of the comparative analysis of level of a covering by insurance protection of production of agricultural products in a section of territorial subjects of the Russian Federation, and comparisons of rating positions of territorial subjects of the Russian Federation on production of agricultural products and agricultural insurance was given.
Conclusions. Implementation of the mechanism of the distribution of subsidies based on the underfulfilled method of calculation of need of territorial subjects of the Russian Federation for volumes of the allocated funds and low-quality statistical base led to insufficient funding of programs of support of agriculture in traditional agrarian regions and incomplete development of the allocated resources in some other regions.
